We can solve it by substitution: y = - 3 x - 1.
So the 2nd equation becomes:
4 x + 3 * ( - 3 x - 1 ) = 2
4 x - 9 x - 3 = 2
- 5 x = 2 + 3
- 5 x = 5
x = 5 : ( - 5 ) = -  1
y = - 3 * ( - 1 ) - 1 = 3 - 1 = 2
Answer:  x = - 1,  y = 2.
